A teen miscreant pummeled a 67-year-old man who confronted him for hanging out in front of an Upper East Side building, cops and sources said. The boy, believed to be between 15 and 17 years old, was loitering outside a building at East 65th Street and York Avenue around 11:45 a.m.Sept.
